Ontario Immigrant Nominee Program - OINP

This program is for foreign workers, international students, and others with the right skills, experience, and education. The OINP can either put you on a direct path to permanent residence, or it can result in a nomination for the Express Entry Program for permanent residence.

If you are nominated by the province for Express Entry, the federal government makes the final determination on your permanent residence.

There are three core categories:

The employer job offer category has three subcategories

 

 

These subcategories operate under an “expression of interest system.”

 

 

You have to create a profile in the OINP e- Filing Portal and then register an “expression of interest” for the employer’s job offer category

 

 

  1. Foreign Worker Stream: For workers in qualifying skilled jobs

Foreign workers with a job offer in a skilled occupation at Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC) (i.e. professional occupations) have the opportunity to apply for a nomination from the OINP to live and work permanently in Ontario.

  • Skill Level A: Professional Occupations
  • Skill Level B: Technical and Business Occupations

  1. Employer Job Offer: International Student stream :

Provides international students with a job offer in a skilled occupation at Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC), the opportunity to apply for a nomination from the OINP to live and work permanently in Ontario.

 

 

  1. Employer Job Offer: In – Demand skills stream :

It provides foreign workers with a job offer in specific in-demand occupations – such as agriculture, construction, trucking, personal support work, and other select occupations – the opportunity to apply to live and work permanently in Ontario.

 

  • Eligible Occupation: The position offered can be anywhere in Ontario (within and outside of the Greater Toronto Area) and must be in one of the following occupations at skill level C or D of the National Occupational Classification (NOC):
  •  
  • NOC 3413 – Nursing Assistants, Stretcher Bearers, and Patient Service Associates
  • NOC 4412 – home support workers and related occupations, excluding housewives
  • NOC 7441 – Residential and commercial installers and repairers
  • NOC 7511 – transport truck drivers
  • NOC 7521 – Heavy equipment operators (except cranes)
  • NOC 7611 – Construction trades helpers and workers
  • NOC 8431 – agricultural workers in general
  • NOC 8432 – nursery and greenhouse workers
  • NOC 8611 – harvest workers
  • NOC 9462 – industrial butchers and meat cutters, poultry preparers and allied workers
  • The position offered must be outside the Greater Toronto Area (City of Toronto, Durham, Halton , York and Peel regions ) and must be in one of the following occupations at skill level C or D of the National Occupational Classification ( NOC):
    • NOC 9411 – Machine operators, mineral and metal processing
    • NOC 9416 – forging and metalworking machine operators
    • NOC 9417 – Machining tool operators
    • NOC 9418 – Machine operators for other metal products
    • NOC 9421 – chemical plant machine operators
    • NOC 9422 – plastics processing machine operators
    • NOC 9437 – woodworking machine operators
    • NOC 9446 – industrial sewing machine operators
    • NOC 9461 – Process Control and Machine Operators, Food, Beverage and Associated Product Processing
    • NOC 9523 – Assemblers, manufacturers, inspectors and testers of electronic products
    • NOC 9526 – mechanical assemblers and inspectors
    • NOC 9536 – Industrial Painters, Coaters and Metal Finishing Process Operators
    • NOC 9537 – Assemblers, finishers and inspectors of other products

First Step before applying:

 

  • must have a profile in the IRCC Express Entry system before we can send you a Notice of Interest (NOI), which you need before you can apply for the Ontario Express Entry French-Speaking Skilled Worker Stream.

  2. – Express Entry French-Speaking Skilled Worker Stream : For French-speaking skilled workers with strong English language skills. This category gives the applicant the opportunity to live and work permanently in Ontario through express entry nomination.
  • You must decide which of the following two federal programs (express entry) you would like to be evaluated under:

    • Federal Skilled Worker Program)
    • Canadian Experience Class)
    • (note: this applies for all programs with express entry nomination)

  • Language: You must be able to understand, read, write and speak French at a Canadian Language level 7 or higher Benchmark (CLB).

  2. Express Entry Human Capital Priorities stream

You must decide which of the following two federal programs ( express entry ) would like to be evaluated:

  1. Federal Skilled Worker Program)
  2. Canadian Experience Class)
  • Education: You must have a Canadian bachelor’s, master’s or doctorate degree or its equivalent in another country.

  • Language: You must be able to understand, read, write and speak English or French at a Canadian Language level 7 or higher Benchmark (CLB).

  2. Express Entry Skilled Trades Stream : For foreign nationals with Ontario work experience in eligible skilled trades. This program qualifies for nomination in the Express Entry system.

You must decide which of the following two federal programs ( express entry ) you would like to be evaluated under:

 

  1. Federal Skilled Worker Program)
  2. Canadian Experience Class )

Work experience You must have:

 

at least one year of cumulative paid full-time work experience (or the equivalent in paid part-time work) in Ontario in a skilled trade listed in Minor Group 633 or Major Groups 72, 73 or 82 of the Occupational Classification national ( NOC)

 

  • Your work experience must have been:
    • obtained within the last two years from the date of filing your application with the OINP
    • in one or more of the occupations you identified on your Express Entry profile
    • in Ontario while maintaining legal status in Canada
    •  
    • Cumulative media:
    •  
    • the work you have done must add up to a year, but it does not have to be a year of continuous work

  • Current Ontario Residence and Legal Status in Canada: You must live in Ontario and have a valid work permit at the time you apply.
  •  
  • Language: You must be able to understand, read, write and speak English or French at a Canadian Language level 5 or higher Benchmark (CLB).
  1. Entrepeneur stream

This category is for entrepreneurs from outside of Canada interested in starting a new business or buying an existing business in Ontario.

 

It provides an entrepreneur (and even a foreign business partner) with the opportunity to be nominated for permanent residence once their business has been established in Ontario.

 

The Entrepreneur stream has a two stage process.

 

Level 1

  • Register an expression of interest by email.
  •  
  • If you are invited, submit an online application.
  •  
  • You and your business partner (if applicable) attend a mandatory interview.
  • If your stage 1 application is successful, you must sign a performance agreement.

 

Stage 2

  •  
  • The province will issue a temporary work permit support letter so you can apply for a temporary work permit from IRCC.
  •  
  • Establish your business: You have 20 months from the date you arrive in Ontario to implement your business plan and submit a final report.
  •  
  • If your business meets all the requirements, we ask for documentation to ensure that you are eligible for nomination for permanent residence.
